KOSTT (the Borrower or the Company) the electricity transmission system operator (TSO) in Kosovo intends using the proceeds of a loan from the European Bank for Reconstruction to enable KOSTT to achieve full compliance with the N-1 electricity transmission grid security criteria. This is a key technical requirement for KOSTT to join the European Network of Transmission System Operators for Electricity (ENTSO-E), which seeks to promote market integration and transparency in electricity transmission. Specifically, the loan will (i) improve the stability and reliability of Kosovo’s power system; (ii) reduce technical losses; (iii) and improve the TSO’s ability to manage a liberalised market system.

The proposed project has a total estimated cost of about Euro 36 million to be financed by the Bank and the Company, and will require the procurement of the following goods, works and services for:

  1. Supply and Installation of GIS Substations
  2. Supply and Installation of Power Transformers
  3. Supply and Installation of Transmission Lines and Cables

Tendering for these Contracts is expected to commence during November 2015.

       A. Registration on ECEPP

EBRD would like to announce the launch of the EBRD Client e-Procurement Portal (ECEPP):
EBRD invites suppliers and contractors wishing to participate in goods, works and services contracts under EBRD Public Sector Loans and/or Grants managed by EBRD to register on the portal.
The ECEPP portal is currently being operated on a pilot basis with a limited number of projects, with the intention to substantially expand the number of projects using ECEPP in 2016.

     B. Why register on ECEPP?
For those projects using ECEPP for conducting procurement, the entire tender procedure will be conducted electronically.
Only tenderers registered in ECEPP will be able to obtain tender documents and submit tenders

   C. Registering on ECEPP is simple:

  • Free of charge registration requiring only minimal company information.
  • Access through any internet browser – no special software is required.
  • Access to procurement opportunities

   D. Registered suppliers and contractors will benefit from:

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
